The FA has correctly rejected their request to postpone the match.  The rule states that if a particular team cannot produce a squad for a football match due to injury or illness, the would be postpone in accordance to the said rule. In this case Chelsea undoubtedly have more than 15 players for taday's game. So the decision taken by the FA is appropriate.

The incredible thing about this Man City side is how their “main” men share the glory during the season. Bernardo Silva has had his moment, Kevin De Bruyne most likely to takeover in the next few months. Then Foden will step up, Gundogan next and then Mahrez or Cancelo. It goes on and on and on… U don't know where they r going, who is coming and who is going. It is difficult to mark 1 player. Even when they r not at their best, they still find a way to score.
